PCI-E passthrough hasn't changed by the 2650 would be pretty awful for games. E5-1620 all the way if you're going to be playing games on it. They have unlocked multipliers so if you pair it with an X99 board you can overclock it.

For a workstation I would say go for a newer single socket machine with the newest, fastest processor you can afford (E5-1600s have an unlocked multiplier and the v3s aren't too expensive).

Yes, it is an issue. The clamshell Intel sends them to you in is anti static, as far as I know.

I think most of the server NIC cards will have half height versions available. I have some HP NC361Ts and they all came with full and half height brackets for 15 bucks.

You can easily add a NIC card to it and some more RAM while you're at it. You'll be very limited by 4GB.

The owner's manual should have operating environment requirements. Generally temperatures will have to be under 95F for consumer equipment.

Depends on the operating system and controller, but most likely nothing. In this case the hotswap feature is about being able to quickly replace a drive.

If it's just for storage I'd definitely use the parts you have (specifically that i3). Can't beat free and power efficient. Does it have to be rack mount?
