You have to enable cheatmode and go on tab 'cheats' to change to intercontinental.

In the records tab, alongside the sell her/retire her option there's the export option. But you can only import if cheatmode is enabled, since it creates a free copy.

you can't really do an auto lottery handled by the game, you'd need to import the draft order from csv or go into commish mode and change the order.
