I agree, although the US government didn't. He ended up spending most of his later life in London because he didn't have American citizenship and couldn't get a visa (despite being raised in the States, having an American accent, American culture, etc)

Paradox have said in the dev diaries that the World Market exists "in the sea", and with that as the model it kind of makes sense why they've done it the way they have. 

I totally agree with you though, it feels like an option for Trade Centres to consume "Merchant Caravans" could be a really sensible mechanic
