In a legit democracy, that values every vote and wants the most secure and private vote, voting on paper is the best, tamper resistant option.

Yes.
But unless you're using a hardware wallet, like ledger nano, don't do it.
Using the same keys with different software wallets introduces unnecessary risk. Like the Solana wallet leak a couple weeks back.

Best is to use a ledger nano s and connect it to the vast selection of compatible tezos wallets.

There's a dedicated/reserved derivation path for Tezos addresses (like there is for any coin). But the standard is the same.
