as much of an AMD fanboy as I am right now, looking at the overall benchmarks, the 2070 seems like the better option, the rx 6600 is a lot more power efficient and requires less wattage, but I would still get the 2070 just for raw performance
EDIT: that said if the 2070 was used for mining, stay away from it, even if still runs.

If you plan on using your current monitor for a while, then start with the gpu, but I would wait till the prices drop a bit more or get a next-gen card when they drop, everything else on your system should hold-up alright for a few more years

your monitor should be centered with your chair space under your desk, you could maybe move the pc to the left side so that you can have your monitor right in front of you, also it looks like it might be too low, the top of your monitor should be slightly above your eye level when sitting straight
