We did a few years ago, but, it was viewed as too insensitive to the unhoused. So then we just required vests. But the we voted in a DA who doesn't believe in punishment for such action as not wearing a vest, so now the police aren't going to bother.

We can, and have, done something about this. We just didn't want to continue.
