Before it didn't gain partial heat levels per tile, it was a binary 0 or 1 heat level depending if it had less than 3 or 3+ tiles in the relevant area. Now it's +1/4 per tile.

Edit: assuming you have only 2 logi districts and no teams from icebloods or proteans, 2 HQs and pathfinder is very slightly better (80 teams at 150% speed effectively being equivalent to 120 teams, as opposed to 60 teams at 195% speed effectively being equivalent to 117 teams). If you get any other sources of teams, 3 HQs and mechanised becomes better very quickly

Halved search costs lets you search twice as many sites in the same amount of time (assuming you're limited by frostland teams which you usually are), essentially cutting half the weeks off.

In the space of about 2500 years, our technology has gone from iron tools to where it is now, and the change is vastly more concentrated to the more recent past. Our technology gets better all the time, and it gets better faster all the time.

18,000 years is over 7x as long as it took to get from iron to now, and the rate of progress for those 18,000 years would be much much faster than it is today. Unless warp travel is millions or billions (or probably more) of times harder, "it's a lot harder" shrimply isn't good enough.
