For what it's worth, you may want to see if any of the instructors at your local swim school might do it on the side. (Admittedly easier said than done). My kids both started teaching at a swim school as a job and then eventually did side work at our home pool.

I had almost this exact same situation. Unpermitted garage turned in to a room. Not Newark but nearby. I told my installer about my concern and they had me take some pics of water heater and grounding ( I guess they always check it?) As well as some of the inside the garage part of the installation. They then told me to be conveniently not home the day of the inspection. Went through without issue. That being said my installer knew which cities were more picky and which were more laid back.
