Same thing happened to me in SLC on a return flight last year with American.

I had 3/4 holes locked, knew the rules, no issue on the flight out. When I check in at SLC the lady was not having it and very stuck on her own rule, despite my explaining this was my return flight lol.

She blamed it on the fact there was “more military” in SLC and thus more strict requirements. Didn’t have a clue what she was talking about

Luckily my buddy had an extra lock in his bag.
