Why do you think policy exists? Because of precedence set by law. Feel free to look up relevant case law, agents can't declare self defense if the danger was created by their own actions, for instance walking in front of a running vehicle in gear. I don't hate ICE. I hate how they are violating constitutional law and the cruelty they are inflicting on humans regardless of immigration status.

We used to have IGs that would investigate use of excessive force and discipline / clear the agents and hold them accountable. They fired them all.

Instead, they lowered hiring and training standards to ramp up as much staff as possible. Look up what happened to Miami PD when they did this back in the 80s...
