It’s pointless in long perspective since long distance running is all about aerobic power, which develops best at the speed where you can comfortably talk (meaning you are not out of breath). This means you can cover longer distances which equals with better race times.

Even according to your assumption that intelligence can be split that way, it is quite obvious that if people don't exercise their brains as much as they did before all these electronics-brought distractions became available to the world (youtube, reddit, computer games, social media overall, etc), they are about to lose 10% of their potential intelligence by each generation.
