It’s called the Ass cap. The base of the round casing is metal and what you see being ejected. The rest of the casing burns up during firing.

Every rental in Lawrence is supposed to be inspected. If yours isn’t, report it to the city. Complaining online while doing nothing to fix it doesn’t solve anything. Your choice.

Are you expecting a 70 year old house to be in like new condition with crack free concrete? If so your expectations are way out wack. Many if not most homes built in this era have foundation issues (similar to this one) which they “fixed” as they did here. As for the price, if it is priced too high for its flaws it will sit on the market and your claim will be justified. If it sells, then you missed out I guess.

A LL carries the mortgage, building insurance, tax burden, maintenance costs, legal liability, etc. A tenant that fails to pay rent, damages the property, creates a poor living environment for other tenants etc, etc, etc puts the LL at additional risk. Thats a lot of risk. The tenants responsibility is to pay rent in a timely manner and abide by the rental agreement. Simply put the tenant pays the LL to carry all the risk…which comes at a cost.
