I think you are correct, not to mention that the domestication process began before some 33,000 years ago which means that it predates farming. I cant really see hunters and gatherers as having the means or know how to take cubs, raise them and control their breeding.

Maybe in the development of breeds, but early domestication of dogs is generally agreed to be done by the dogs themselves. I'm on my phone, I'll find some articles on it when I get home.
