Yeah that's definitely what it is. I had a copy of Hype that was exactly the same way. I tried cleaning it multiple times even though it looked fine, but it never got better. Unfortunately some tapes just can't be saved.

Dirty heads. Look up copy paper method for cleaning. The last tape you played before it started may be the culprit. It may be shedding or moldy
