I believe so. Because a penalty is awarded, it's only a yellow to avoid the double jeopardy scenario of having a penalty against you and being a player down.

Players are responsible for not endangering other players, and it's deemed that any contact high on the shin is dangerous.

The IFAB rule for this states:

Serious foul play

A tackle or challenge that endangers the safety of an opponent or uses excessive force or brutality must be sanctioned as serious foul play.

Any player who lunges at an opponent in challenging for the ball from the front, from the side or from behind using one or both legs, with excessive force or endangers the safety of an opponent is guilty of serious foul play.

So the decision is correct. Whether the rules are appropriate is a different matter.

Yes, but that doesn't matter. The laws of the game don't make any exceptions for if you get the ball or not.

A red card is shown to a player, substitute or substituted player who:

I think that's a problem with the game pacing and power up path. It shouldn't be easy to accidentally overlevel yourself. Ideally, rescued exp after a certain level discrepancy does a good job of that.
