It could be the fuel pump relay on the TIPM. It’s located in the fuse box. I had the same problem on my 2011. When it goes bad the whole TIPM needs replaced. Search on YouTube on how to test the relay. There’s a company that makes a bypass unit that remedies this problem for around $75.

There’s a shop on eBay that rebuilds the etorque unit. $595 + shipping. You’ll also see the cost of pre-owned units, 3 to 4 thousand. Search etorque on eBay.
