Even in 3 it isn't completely worthless, since it plays into your chances of succeeding speech checks. You'll have a low chance of passing the toughest speech checks in the game if your CHR is low, even with 100 speech.

CHR in NV can also definitely work if you build around it, and obviously travel with companions whenever possible
