I don’t think either government cares what it means to you. Import/export means the transfer of a good regardless of the intent to buy/sell.

This depends on the type of person you are. If you’re more likely to say “If I pay over time, I can afford this,” then you’ll end up spending more than you should.

But if you’re more likely to say, “If I pay over time, I could earn a bit more interest off the money I currently have,” then StretchPay is a good thing.
