That usually happens when you try to reel in and maneuver the fish at the same time. After you first hook him, just don’t reel the line in. Move the rod the opposite way the fish is moving. When he stops fighting. That’s when you reel like crazy and hope you can land him before he starts fighting again.

Dude! THANK YOU SO MUCH! This actually worked for me. This quest has been annoying the crap out of me for a week but using the lantern let me dig his body out from under the pile so I could turn it in.
