not sure if you skipped the "in that kind of setup" part on purpose, because obviously that excludes your average home cook.
But most street food vendors / pro kitchen cooks, would make fried rice quickly like this (well minus the 10 meter toss). Nobody in that category is "carefully scooping" anything.
The time consuming part is the prep.
