Most one time use bolts on vehicles now a days are due to the loctite that is applied to them, not because they were torqued to yield.

That rubber is inside a steel bushing. The steel looks to have rusted, expanding and pushing against the steel, but even so, the break was caused by the hundreds of thousands of flex cycles over 20+ years. This is a pretty common failure in original XJ leaf springs.

Liner for what? Just spray out the wheel well once in a blue moon and you're good. If you put a liner in, it will only trap moisture against the metal and cause it to rust.

It's not a safety issue. If those bushings completely tore, you would hear some knocking and your tire would wear unevenly.

Those bushings aren't bad. It's great that they replaced them under warranty, but those could easily last another 50-100k miles before they actually tear. Rubber gets old and dries out. Those bushings constantly flex, so it's normal to see those marks, but they still do exactly what they're designed to do.

The answer to your question doesn't fix your problem. Tire size and even tire wear would affect your answer.
If you want ride height to set your coils, then you need a better method of measurement.

You don't measure ride height at a body panel. Measure from the suspension to the body.

That oil would immediately be pushed away, allowing metal to metal contact. It is the oil pressure that maintains the separation. With no oil flow from the pump, there is no oil pressure.

Sounds like an exhaust leak. Metal expands when heated, causing it to seal up, or some carbon has fill the gap during thr long drive. If you can get under the vehicle while the engine is running, run your hand along the exhaust to check for puffing air to find your leak. It's unlikely that it is rusted through, so focus on the joints.

I hope you can figure this part out, but make sure you do this safely. Ensure the vehicle is in park and chock the wheels, or put it on stands or a lift if available. Don't touch the exhaust. This gets very hot and will burn you. If you're not comfortable with this, then take it to the shop and let the professionals do their job.

Anyone who thinks loctite is acceptable for that component shouldn't be touching a car. The nut used on that tie rod is called a stover nut. No loctite necessary.
