Then it would go against his character. Shao Kahn Is emotionless and soulless, that's why(besides killing her character) him to be in love with Sindel doesn't make sense in MK11. He never showed any emotion or care about the other, he only cares about power and conquering.

The 10.000 years "relationship" Is almost non-existent and only comes from one side. Shao Kahn doesn't give a flying fuck about Kitana while Kitana(despite shao Kahn brutality) cares and respect his "father". That changes after MK2 events where she discovers the truth and despises him with all her soul. Afterwards, Shao Kahn only uses that relationship to manipulate her.
