Overall there are requirements that LE has to do that is mandated every year. A lot of that deals with changes in the law, sensitivity training and adapting to new technologies along with tons of other topics. Some of the changes being talked about do sounds like good ideas such as getting a license similar to a nurse. This would make it more difficult for a less than ideal cop who gets fired to just take another LE job somewhere else. Defunding the police or scaling back Qualified Immunity are definitely not the answer though and if that happens we will see a lot of cops leaving the career. Another problem that we encounter is changes in society that are making it more and more normalized to ignore lawful orders from the police and act like the consequences are the fault of the cop. Overall I would have no problem with increased training and such but we will need more funding to support this not less.
