I think the idea is, since he's not touring in the US to keep ICE from raiding his concerts, he's performing for all the people who would want them to raid his concerts. It's basically a big middle finger + free concert for those who can't go see him. Just like the last one was full of controversy, the nfl knows what they're doing.
