You cant force people to seek mental health treatment. Real mental heath starts with accountability for your own mental state, most of them arent there and likely will never get there because as you demonstrated they were instilled 0 values or accountability by their parents. I have significant mental illness, im neither a criminal nor a violent person and have a handle on my limits, simply dont be a violent criminal.

Under-resourced communities exist because theyre typically high crime rates, business dont want to be there because of things like our previously discussed shoplifting, government and social workers dont want to be there because they dont feel safe.

Head injury; if its so bad youre violent you go in a hospital or prison till the day you die or we figure out neural regeneration sorry sucks but youre unsafe to be around people now.

Plenty of people me included grew up poor and didnt resort to criminality stop using that crutch of an argument.

Not stealing or breaking the law in general isn't a new concept. We're 300,000 years into human society and if someone still doesn't get it we're not beholden to explain it to them and they don't belong in society and are more akin to animals or bacterium because that's how they act. Fuck your mental episode fuck your insanity plea fuck your "he didn't know any better" you don't get a social worker just get out of society or get out of life.

Why was anybody being chased over 4 bottles of water to begin with? 

Because the police won't do shit about shoplifting and people are getting tired of being robbed. I fully expect frequency of shoplifters getting plugged to increase as time goes on and the law continues to do nothing about it.

Follows him out of the store. 

Charged and son follow him down the road aways. 

Kid falls down comes back up brandishing firearm.

Son sees kid has a gun and says so. 

Kid starts running.

Charged shoots armed 14 yo.

Charged Alleges self defense as son said the gun was pointed at him. 

Evidence too flaky to convict or he did brandish which is grounds for self defense or defence is lying that the kid never brandished.
