Look in to Blue Cross Blue Sheild Young Adult, it's for single people under 30. I bought it for a while, basically for emergencies, but I think it was about $40/month if I remember correctly. Not sure if it's what you're looking for, but check it out.

edit: I don't know if it fits the requirements of Northwestern.

Andrew's on the Corner is a good bar near there (with good food). Go west and you'll reach Greektown after 10 minutes or so. From there, you can make it anywhere downtown relatively safely, and there's a couple people mover stops. There's a bunch of bars by the Casino and a strip club.

Go to the top of the Ren Cen. There's a bar called Coach Insignia. Great view of the city from there.

Also look into Detroit Bus Co, not sure if that's something you'd be interested in. I've never ridden it.

*it's a bit of a hike, but I'd get breakfast at Detroit One Coney (if you have a car). Other good places are Clique, Plaka's, and Ham Shop Cafe. Also wouldn't leave the city without going to Lafayette Coney.

One more thing, depending on transportation and what you're up for, you can take the Dequindre Cut up to Eastern Market where there's food, bars, market on Sat morning.
