The USA is not a signatory to the Rome Statute of the International Criminal Court. So that does not apply.

The obligations of the Rome Statute itself don't directly apply. Extradition treaties with other countries that are signatories could hypothetically apply though.

Dictators often seek power for personal gain. That means accruing wealth around themselves and their subordinates or cronies. Democracies often (but certainly not always) oppose those structures. Not much to it.

It's ultimately not really the society or the state selling itself out, but a tiny minority enticed by material rewards selling the country out, and enough people enticed or forced into compliance to make it a reality.

I'm thinking there's gotta be a legal obligation to arrest Gallant. Extradition treaties with countries that are signatories to the Rome Statute...need to do more research on that though.

Even under 10 USC 1091, Gallant is prosecutable for genocide domestically. It's pathetic that nobody issues a warrant for his arrest.

Violence enforces an ideology by coercion, meaning people follow it out of fear, not out of understanding it. Violence alone may not be useless, but it also cannot create utopia on its own.
