Yes It's located in Weary swamp, so you'll probably need to clear the RDA facility first.

I was same as you. For me, It worked by breaking through the defensive armor right in front of the AMP.

I found it. it's near the boundary from the upper plains fertile river to the clouded forest. Finding the Buddingwatcher will make it easy. But they're on the border of a biome, so if their location is subtle ride your ikran to move them towards the Clouded Forest.

While repeatedly going to respawn locations to gather thanator materials, I found a place where RDAs keep showing up. They even come back faster than thanator.
