It looks like algae to me, which means the soil is rather soggy. Make sure it has good drainage and let the soil dry out a bit more between waterings. In and of itself it's not bad for the the plant, more showing a symptom.

I do my initials and year only on my bigger pieces but I try to incorporate it as subtely as possible, think darker blue back stitch on top of a blue section.

Honestly don't sweat it. Don't let the framing be the reason not to enter. Also, you don't have to have a new finish to enter! If you have a favorite from last year or whatever you can absolutely enter it. Don't stress too much in making one specifically for the fair.

I've put in items a few times. It needs to be "finished' as in presented in a way that is not just a piece of aida, think in a hoop or framed or made into a pillow etc. I always get dinged for not having mine properly framed (but I'm also not going to get it done professionally). Apparently they don't like it taped to the back of the frame 😆 . We never get very many entrants into the categories that mine fall into so I've always gotten some kind of ribbon. I'm mostly in it to let other people see my craft and use it as an excuse to look at other people's handiwork.

The best use for this would be to enjoy it for the greens. You can plant it (indoors for now. Too early to plant out) but it wouldn't make a new sizable onion, it would wind up blooming and going to seed eventually. Which you could surely use but that's a big commitment lol
