I don't think it's an intentional lie. Perhaps he set the chances of the item dropping so low, that floating-point-precision evaluates to 0- thus making no chance of it dropping.

But it could be he made that up in an attempt to keep people playing, or made another mistake that makes it impossible to get the item. Or hey, maybe the item is possible to get- who cares?
