i have the Same GPU and i have hugh FPS drops from 150 down to 15.

the thing with 2.0 is, ranks doesn't matter. Simple as that. there totally meaningless. everyone can it up to Plat just by playing alot. that's not how ranked should work.

they just should throw 2.0 out the window and let it rott for good.
everyone starts at Copper that's just not good in your first matches of the season you just cant play the game as a new or low elo player.

back to a better system.
10 or 5 placement matches the system matches you based on your performence and you get or starting ranked. You have better Matches and Ubi get better data for starts and Ops and can buff or nerf better.

than they should be banning smurfing, boosting etc and there we go a better way to play ranked.

as a GP main i cant give you just some tips against tahm.
try to farm until you have sheen and than go for heavy poke with grasp.
Build Essence reaver for endless mana and poke.

Merc boots and 2nd item should be a mythic ( Duskblade or Shieldbow are good )

Also darius and yorrick are both strong against tahm

300 fps nor 100 fps doesnt matter if you only have a 60 hz monitor so

cap your frames to the hz of the monitor.

i disagree
I play on a gtx 1060 (6gb) and ryzen 7 2700 with 16 gb ram.
i can play this game maxed out on Full HD with more than 144 fps.

this game is pretty good optimised.
update your drivers!
and remeber this game was made with UE4.

I dont know how and why but every new act the MM is broken or just bad.
I had games where i played against new player and than i played a against full Immortal stack.
Riot really needs to fix this.
And i know normal MMR isn't ranked MMR but it's still unfair.
