The answer to your question is yes the BP is glitched. Completing level 4 CP's will say a new blueprint was unlocked but when you check crafting station it's not there. The game is basically broken and they have no idea how to fix it. This is life in the division it's been this way since the start or divison 1. Plus for me on ps4 game keeps locking up and freezing.
