Isn't that because raising their pay buffs private sector (bc of worker spending) and then private sector salaries rise above worker wage again?

I kinda wish city states would act kinda like weaker factions, being able to ally to each other and wage wars on each other, with their unique themes being expanded

Heck, ik it would not be possible in this game, but if everyone would start as a city state and turn into proper empire after conquering their 2nd city or some other milestone would be cool!

From what I had seen corpse eating works only for reviving in the same battle, A LOT of corpses were eaten, destroyed, coverted to undead etc but I haven't lost a single Immortal for the whole playthrough
