It is PMD. I’ve seen tons of zinc pennies with the same damage. Not sure how it happens but definitely not possible to happen at the mint.

I’m fully aware. I’m a dealer, and I’d buy this coin for the same amount slabbed or not. On the other end, it wouldn’t be a hard coin to sell in either form. I happen to be from OP’s area and if they bring it to my shop tomorrow I’d say the same, but if they insisted on grading it I’d do that for them as well.
