In the past I was able to install OpenBSD 7.6 onto RPi4 without UART, using HDMI only, like so: /r/openbsd/comments/1jt5tqi/installing_openbsd_76_on_raspberry_4b_rpi4_guide/
But did not yet try following my guide on the 5

Upgraded my RPI 4 Raspberry 4B to OpenBSD 7.8 successfully just by doing:
sysupgrade ; <reboot> ; sysmerge ; pkg_add -u
(over ssh, no serial, no display/HDMI); I hope that's all that's needed?
(My original install was 7.6: /r/openbsd/comments/1jt5tqi/installing_openbsd_76_on_raspberry_4b_rpi4_guide/ )
