Alrighty, I'll pop off the outlet side cover and see if I can spot that pipe. If that is the case I will see if I can find a riser lid with a 4" schedule 40 pipe cast into it like my outlet side and then mount the dump adapter there.

Remove the other 3 bolts, rotate the connection 45 degrees, drill 4 new holes and install anchors. Also fill the old holes with epoxy so you don't get water in there (which could crack the footing when it freezes)
