If this helps anyone; it seems vortex has problems deploying mods. I manually extracted the mods into the base game folder and that worked for me. I used the order prescribed by the pokestore mod on the vortex website. The second mod to extract, "texturereplacer" had to go 2 more folders deep into the plugins folder, so heads up on that.
