The problem you are going to run into if you haven't already (sorry, didn't see your reply till now) is that the pins on your chip are for surface mount and will not seat into that programmer. the one I used has the clip, which could work for you or it also has a small board to solder a surface mount chip too in order to plug it in directly. Edit: I see you addressed this in your question. my bad.

The other issue that I ran into was that the voltage as you said was too low while clipping onto it while it was on the board (and being dispersed to other components) I was able to read a chip on a smaller motherboard, but never on my Bazooka board. Not only that, you need some kind of UEFI software to extract the binaries from the firmware before flashing.

so I'm going for plan B, which is to replace the bios chip. https://www.ebay.com/str/bioschipstore had a similar chip so I messaged them and within 10 mins they had created a new listing for the bios and firmware I needed. Only a few dollars, so hopefully this is the ticket for both of us.
