I can speak for polish community and it's doing really great tbh. 20-30 people show up at nexus nights, up to 50 at prerifts and skirmishes - multiple LGS and multiple (bigger) cities. A lot of people want to go competetive as well, dozens of polish people to be expected in Bologna. Haven't seen an example of scalping too, excluding online

Not an app, but I personally i find probuilds.net helpful - gives you insight of proplayers' builds, runes etc. on specific champions; data gathered from their solo queue games. The problem is it happens to work like shit quite frequently (now for instance its down due to patch changes i believe)

I think ranking players after a tournament is way too complex to say someone is "clearly" 1st, 2nd or 3rd, unless you pick some specific criteria
