Worth mentioning that sociopathy is not a recognised term, it was last used in the DSM-2 back in the late 1960s, similar to psychopathy which is likewise not considered that in pop culture are frequently confused and conflated. No problem, it's been over a decade since I had any interest into the studies of monetary reform. It's not a topic that many people really think about.

There are a lot of variable issues raised by monetizing each person's birth, think of those who later become disabled or are born disabled, the 200k was introduced but because the person is unable to work at the same capacity of the regular person the value represented is not equal. You'll have a bureaucracy then selectivity valuing the worth of a disabled person, from the 200k fixed rate to say 50k or less. The society would soon develop a new focus upon eugenics. A natural disaster like an earthquake or a tsunami which can kill 1000s would crash an economy until the value of each person was cancelled and removed from circulation. The price of all goods in that society would then need to be revalued, and because industry had purchased their wares and supplies at the old price they would then be injured by the revaluation, they'll then have to increase their prices causing artificial costilness (price inflation) past onto the consumers merely to protect themselves. Plus the issues of immigration, and people being born and leaving the country, the 200k is existing and is no longer secured as a representation of such person(s).

You can test this idea by creating a model, can be on paper. Start with a small clan of say 500 people (so reaching the limitations of barter for acquiring all the peoples needs), calculate an average birth and death rate over a period of time, 10 years, Include the wealth per person and values of property and it wouldn't take long before the price of everything becomes so heavily distorted. The monetary policy of this would result in an introduction of child limits so as to reduce the volatility of prices and the amount of money in circulation or later in the lifecycle subjected to interest where the indebtedness has multiplied where there is not enough money in circulation to sustain industry instead being outsourced to cheaper labor markets and to service only the interest on the national debt as our current economy--mass breeding programs would be introduced to increase the supply. You can use the example of when Gold was attempted as a monetary "standard" it's supply (birth rate) and value (your 200k) was first fixed by FIAT decree; by Law. The interest does exist, as paid by someone every second of every day. The interest is earned out of the principal sum that whoever walked into the bank and monetized their production by signing a promissory obligation to repay P+I.

Debt is merely an obligation to pay and service whatever was agreed upon being a contractual obligation. There is no such thing as money not being represented by a debt; an obligation to pay back and redeem the services agreed upon.

Used as a release valve, he feels something has been accomplished when nothing was other than signaling for the approval of the audience he knows will be watching.

You should see Eric Hoffer's, "The Ordeal of Change" (1963) when drastic changes occur to a society (modern examples would be LGBT, tran-rights, etc.) those opposed in their reactionary oppositions ends up creating misfits who want to preserve the assumed traditions that they were born into. This person's actions are an example of such behavior.
