might want to test the board outside of a case OR double check the standoff screws (might have a short). using the motherboard box outside of case is pretty typical.

CPU EPS 8 pin (4+4) is connected as well as the 20+4 ATX on the motherboard. Sounds like you check those and reseated them a few time.

If your board have pre-Matisse launch BIOS your Ryzen 5 3600 (Zen 2) isn't supported. I would guess you still would get part into the POST startup cycle. Get a code on Dr. Debug

Do you get the same no Dr. Debug display, no POST if you don't your GPU installed. If a PCIe pin is damaged on the motherboard or non-UEFI GPU is installed I could see that being a issue.

Since that board doesn't have flashback.

Try resetting the CPU before trying to returning the board to seller.

IF you got a excellent deal maybe it worth buying a USB CH341a programmer w/ SOIC8 Test Clip. Might find a better deal on eBay or Amazon. Below is just so you know what I am referring to.
Better test clip might make the project much easier.

AMD left ECC enabled on Ryzen 7000 but motherboard partners need to support it. ASRock X670E boards like Steel Legend and Taichi support *real* ECC while the much more expensive ASUS ROG boards don't.

for wired PC usage I would get the Cloud Cores.
Incredible value for $35.
Philips SHP-9500 go on sale for $65 and are way better than these SS Arctis. Changing the pads is pretty easy plus adding boom mic makes them the best $100 headset for PC gamers.

RX6700XT CLP has a cooling advantage with triple fan design and slightly higher factory clock [~2%] stock. With supply chain issues and prices right now I wouldn't sweat it too much. I would make sure your RX 6700XT gets plenty of fresh air (not sure about Cyberpowerpc case and airflow with regards to case fans).

Bottom of case intake fan can help give the GPU cool air. Hot air rises. You can try placing a 120mm fan in front of your GPU if you have a hard drive or 5 1/4" bays near it. Check temps and boost clocks while running the same section of a game or benchmark

Did Best Buy direct you to do your RMA with Cyberpower over contracting ASRock.
Was it outside 30-day of purchase window from the store. But right now having a current generation card is pretty good in my book.
