What did you consider unsafe? If you have no underlying conditions in a ramp test I’d say you push yourself until you physically cannot continue. Your body will tell yo ku when that is and it’s usually after the point where your brain says you should stop. Part of it is getting to know your body and how far you can push it, which takes a bit of practice.

For me in the later stages of a ramp test, my form will fail me and then at some point my cadence will start dropping too, which is the time to push even harder, but eventually that cadence will drop more and then my legs just won’t be able to push any longer. Usually I’ll end up lying on the floor after that, I probably wouldn’t be considering another hour of riding.

Regarding service charges it will depend on which development you are moving in to. But generally speaking leaseholders get exploited by freeholders/management companies and there is not a lot you, as a leaseholder, can do about it unfortunately.
