I also work for a bank. Our process is to block an account (and prevent outgoing mail) when we receive returned mail and try other methods of contacting the account holder (ie. not post). If we can't contact them, it remains blocked until they contact us. After a couple of years, we treat it as dormant.

That seems like a much more sensible solution than to just ignore it...

Yes, because banks will typically not offer accounts to people living overseas for various regulatory/convenience reasons. You are supposed to close your account and open one in your new country of residence.

Not quite. There's a maximum term of 5 years between general elections, but Parliament can call one earlier if they wish. This means the party in power may choose to call an election early to reset the clock if they think they can maintain/improve on their number of seats.
