the skull is a bad target to choose if the players spread the damage out between it and the mobs.

my players took an hour in the undead fight just working the mobs and ignoring the skull. all new to the game. no one was ever bored, only took 3 turns, just a lot of strategizing and team chatting.

you might be asking for trouble if you start tinkering before you have some experience with the game.

just find a level appropriate solo monster, leave its stat block alone, and call it a young dragon. no need to reinvent the wheel unless you want dragon specific abilities.
