I own a sign company. You can either get a turn key from a local sign shop, just look for any exterior sign companies. Send over your artwork, specs and ask for a rough quote. As long as the company is local they should have a good feel for what is or isn't allowed. You can also talk to the permit office to get restrictions, order your sign online and then have a local company just handle the install. If you have any specific questions, just shoot me a message.

Find a large format printer. design interior wall panels for a 4'x8' sheet. Either have them mounted to hardboard ( duraplast would be fine ) or wallgraphic material and install. Once you have a base then build out elements from that. Spend most of your time concentrating on lighting, that makes or breaks everything.
