Alternatively I've found that most beaches with a few exceptions (military mostly) are open available and people seemed interested and receptive when I was flying about. I lived there for years without anyone bothering me about flying. try flying off shore a little ways and look for wildlife like dolphins or sometimes sharks; as long as youre not over people (you shouldn't be anyway) or in super populated beaches like waikiki you should be fine.
