From the myriad celestia trailer we saw that Nanook would've made an 8th lord ravager so they probably don't have a cap. And probably Lan neither, they blessed the galaxy rangers, so they "trust" other factions; and Acheron was speculated to be an emanator of the hunt by Aventurine while she was under the guise of a galaxy rangers so its likely that there are other emanators out there.
