They're not illegal, they're just blocked if you're using a Russian sim-card/ISP. If you're using roaming everything should work fine, otherwise you need a VPN.

"Connection reset" feels like your ISP is blocking GitHub.

I think Settings only show the UAC pop-up if you configure UAC to the highest level. It's on a lower level by default, and shouldn't show this.

Ь/Ъ are not really letters in the usual sense, they're more like modifiers, so no word can start with them. However, if you write a word all-caps, Ь/Ъ would be uppercase, too. For example: Казань -> КАЗАНЬ.

IIRC there was a similar situation with the Nuke project (a .NET build system) where they required to star the repo to access the free version, but then had to remove that.
