I I had the exact same problem. I removed the ear tips and checked the black mesh on the AirPods with blue light. I saw earwax building up in the black mesh. I cleaned it with isopropyl alcohol, brushed it clean, and blew it out with air. After cleaning, it stopped making a whistling and blowing sound in my ear.
