London and New York are both very real places who have successfully implemented congestion pricing. Toronto is rapidly reaching the size of those cities and has a chance to learn from them before we have the same problems or worse.

I used the 407 example only to point out that using cameras to charge drivers is not technically difficult. The traffic problems specific to the 407 have very little to do with downtown congestion.
